Sheryl is currently SVP/Chief Compliance and Audit Officer, UC System.  Ms Vacca directs the University’s system-wide compliance and audit programs applicable to the ten campuses, five medical centers, the national laboratories managed for the Department of Energy, the Office of the President, and all related University activities.  Specific functions Sheryl manages includes compliance standards and procedures; compliance and ethics training; internal and external audits; investigations; program evaluation, monitoring and communications; reporting mechanisms; Regental and UC policy compliance; risk assessment; statutory and regulatory compliance and special area compliance (such as research, hospital operations, environmental health and safety and athletics, etc).

2000 – 2007 Deloitte & Touche LLP. West Coast Practice Leader and National Lead for Internal Audit, Life Sciences and Health Care.  Ms. Vacca led engagements with life science and health care organizations on development and implementation of comprehensive corporate compliance programs, auditing and monitoring programs, assessing gaps in compliance efforts, outsourcing/co-sourcing internal audit, compliance risk assessments, compliance program effectiveness reviews, identifying and mitigating risks, Medicare and Medicaid Regulations, due diligence reviews, ethics programs and training, responding to risk areas including self disclosure, writing plans of correction, implementing systems in response to plans of correction, implementing Quality Assurance/Improvement systems, clinical research and general regulatory compliance.  Reporting and communicating engagement findings to executive management and the governing board. Additionally, Sheryl led the life science and health care IA practice at Deloitte which included several large internal audit client engagements such as health systems, pharmaceutical and health plans.  These engagements provided reviews of operational, financial (sarbanes controls, where applicable) and compliance controls. 

1992 – 2000 Sutter Health, Sacramento, CA:  Vice President, Internal Audit/Corporate Compliance Officer.  Sheryl developed and implemented a comprehensive compliance program for Sutter, which is a large health care system in Northern California, Oregon and Hawaii, which consisted of 38,000 employees and health care organizations (approximately 52) of varying sizes with full continuum of health care programs.  Sheryl also reorganized the internal audit function to focus on strategic and value add services to the organization.  The internal audit department was responsible for providing these services enterprise wide. Additionally, Sheryl developed governing board education, policies and procedures and board member recruitment for each of the organizations (52) as well as the parent organization.  Sheryl was responsible for the governing board conference held annually.

Sheryl is published and has presented nationally in the field of health care compliance and internal audit to professional organizations, such as Health Care Compliance Association, Health Care Finance Management Association, Medical Group Management Association, AHIMA, AHIA, American Bar Association and the Practicing law Institute.
