Frank Sheeder has defended clients against civil and criminal fraud allegations brought by the government and other hostile third-party litigants — especially whistleblowers — for more than 20 years. He has focused his practice on complex litigation and regulatory compliance. His experience includes appearances before multiple federal and state courts and representations opposite a multitude of federal and state agencies, in which the government, whistleblowers, and other plaintiffs sought amounts totaling more than $100 million.
In addition, Frank provides counsel on developing compliance programs and engaging in compliance processes, conducts internal investigations, assists organizations with voluntary disclosures to regulators and enforcers, and negotiates resolution of circumstances involving noncompliance with federal program requirements. Through leading and managing a series of internal investigations and defense of litigation around the country, Frank has honed extensive experience in responding to investigations and helping to develop and implement complex resolution strategies while vigorously opposing enforcement and litigation efforts.
Over the years, he has dealt with many government agencies, including HHS-OIG, OCIG, CMS, DOJ, FBI, Texas OIG and MFCU, AUSAs in various federal districts, IRS, DOL, Secret Service, Postal Inspection Services, and DEA.
Frank is a member of the Health Care Compliance Association (member of the board of directors and a former member of the Executive Committee), the American Health Lawyers Association (Fraud and Abuse, Self-Referrals, and False Claims Practice Group), the State Bar of Texas, the North Texas Healthcare Compliance Professionals Association (past president), and the Dallas Bar Association. He is a graduate of the Leadership Dallas Class of 2007. He also serves on the editorial board of the Journal of Health Care Compliance and is a Certified Ethics and Compliance Professional.
Frank was named one of the country's "Outstanding Healthcare Fraud and Compliance Lawyers — 2007" by Nightingale's Healthcare News and is one of only 12 lawyers nationwide and the only one in the Southwest to receive this distinction. In addition, he is listed in Texas Super Lawyers (2006-present), and he has been recognized as one of the "leaders in their field" in the 2008 edition of Chambers USA and is listed in the 2009 edition of The Best Lawyers in America. He is also a Fellow of the Texas Bar Foundation.
